It seems Cisco Systems is turning its sights on the biggest, nastiest network-related problem facing the world's Internet users: the inability of wireless carriers to handle the burgeoning traffic to smart devices such as the iPhone. That's the takeaway from the company's $2.9 acquisition of Starent Networks today. Here's some details , courtesy of the NY Times. In the past, Cisco has focused on pretty much everything but the big cellular networks. The company's bread and butter is selling the gear for corporate network, along with plenty of extra fixins to run on top of them, such as wired VoIP phones, videoconferencing systems (it purchased Tandberg for $3 billion to bolster up in this market) and security software. It sells much of the gear that big phone carriers use in their wireline networks. And there's consumer gear that's used inside the home, such as wireless routers and even Flip video recorders (through its acquisition of Pure Digital earlier this year). But ask most any iPhone user--certainly many in highly-trafficked cities--and they'll tell tales of woe about miserable network connectivity and non-existent data service (full disclosure: I'm one of them. My iPhone is nearly useless as a data device in downtown San Francisco, and almost every call I try to make on the device from my home in the East Bay is dropped). Hopefully, Cisco can use Starent's software and hardware to come up with the gear necessary for carriers to cost-effectively keep up with the torrent of traffic coming their way. If it does, Cisco will surely be well-compensated.

Hit by the economy early this year, search advertising looks to be on the mend. For the second quarter in a row , two search marketing firms say U.S. spending on text ads on Google, Yahoo, and Microsoft's Bing improved--or at least got less bad. The results bode well in particular for runaway search ad leader Google, which reports its third-quarter earnings on Thursday. (Source: Efficient Frontier) Analysts have been saying for months that as the economy improves, search advertising is likely to return most quickly among all other forms of advertising. It's seen as the most measurable, and it's also easy for marketers to increase spending literally overnight because it's largely self-service, requiring no advance commitment. But Web companies from Yahoo to countless startups also hope that an uptick in search ads eventually will open up wallets for display, video, and other online ads.

The history of the dispute over carriers blocking calls to some rural phone exchanges to avoid high fees is somewhat more tangled that what I described in an earlier post . AT&T spokesman Michael Balmoris points out that, contrary to the assertion of Google's Richard Whitt, AT&T never requested FCC authority to block calls. It did briefly block calls to some exchanges and, when ordered to resume placing them, sent a request to the FCC that it investigate "traffic-pumping" by rural carriers. The FCC opened a regulatory proceeding in October, 2007, but has taken no action.

What do Google Voice, AT&T, sex chat lines, and New Deal efforts to provide rural telephone service have do do with each other? Quite a bit, it turns out; the seemingly unrelated issues of sex chat and rural phone service lie at the heart of the dispute between Google and AT&T . The real problem is an antiquated system of telecom regulation that, alas, is not likely to get fixed anytime soon. To recap the recent action, AT&T complained in a letter to the FCC that Google Voice, Google's call management service, failed to complete calls to certain rural telephone exchanges. The complaint prompted a letter of inquiry from the FCC to Google. In the meantime, Richard Whit, Google's top telecom lobbyist, admitted in a blog post that Google did block some calls, but pointed out that AT&T has sought permission to block calls to the same exchanges.
